United Nations Council Endorses the US Gaza Strip Initiative

The UN Security Council has voted to endorse proposals presented by Donald Trump for establishing a lasting peace in Gaza, including the introduction of an international stabilisation force and a eventual route to a Palestinian statehood.

Unanimous Backing with Key Absent Votes

The proposal was passed by a tally of thirteen supporting, with both China and Russia choosing not to vote. Washington's diplomat the American delegate addressed the international body that it charted “a fresh direction in the region for Israelis and Palestinians and all the residents of the territory alike”.

Compromise Language on Sovereignty

Addition of references to an independent Palestine was the trade-off the America offered for backing from the Arab and Islamic world, who are anticipated to contribute security forces for the multinational unit.

“Interim measures that we embark on today must be carried out in following global standards and upholding Palestinian rights,” Britain's representative stated.

Government Objection Remains

However, on the eve of the resolution approval, PM the Israeli leader reiterated his government’s firm resistance to the formation of a sovereign Palestine, casting doubt on whether Israel will accept the implementation of the UN-mandated proposals.

Main Elements of the Proposal

  • Immediate lifting of ongoing restrictions on assistance into Gaza
  • Establishment of an international stabilisation force
  • Steps toward rebuilding and a eventual “route to Palestinian self-determination and statehood”

Ambiguous Wording and Stipulations

The inclusion to Palestinian statehood was a compromise addition to an first US version which omitted it. Yet the phrasing is unclear and contingent, stating only that once the PA has implemented reforms and the restoration of the territory is advancing, “the circumstances may ultimately be in position for a realistic route to Palestinian sovereignty and nationhood.”

Worldwide Feedback

The language did not meet of the firm commitment to the creation of a Palestinian state alongside Israel requested by Arab countries, as well as European delegates, but in addresses to the council after the vote, delegates from those countries said they were willing to endorse the compromise in the interests of extending the current truce and swift steps to feed and protect the over two million Palestinian people in the territory.

“We has ultimately decided to support of this document, a measure that we support its core objective, namely the preservation of the cessation of hostilities and the formation of conditions allowing the Palestinian population to assert their fundamental rights to self-determination and nationhood,” Amar Bendjama declared.

Execution Hurdles

The proposal gives general supervisory power to a “board of peace” led by Trump, but of undefined composition. The board has to inform the UN but it is not obligated by the preferences of the global organization or by the Palestinian Authority.

It also calls for the creation of a specialized Palestinian group that is supposed to run routine management of the Gaza and the provision of utilities, but it is highly uncertain who would participate.

Peacekeeping Unit Mandate

The authority of the international stabilisation force gives it authority to neutralize and disband fighting factions in Gaza, but it is far from clear that possible sending countries would consent to confront such factions. Not a single nation has so far pledged to dispatching troops.

Furthermore the standards for changes to the PA, the precondition towards moves to a sovereign Palestinian, have been hazy.

European diplomats said they deemed it necessary that the members of the expert panel to provide utilities was determined as without delay.
